此政策的动机来自于 YouTube 的一项系统机制，其广告数量将随着用户观看影片时间增加而提高，而官方发现到全球用户使用电视播放 YouTube 的比例越来越高，光是美国就有超过 1.5 亿的用户是以电视来播放。因此 YouTube 认为随着越来越多的用户在电视上观看影片，这项新的广告机制将会更加符合广告商的利益。
